KIPP To My U My Darlin’

UFT, that is.

By now you’ve heard the news:  Teachers at two KIPP charter schools in the Big Apple have voted to join the United Federation of Teachers.  It’s a big deal in the charter school world, since the charter movement, per the New York Times, “has long sold itself as an alternative that is not hamstrung by union contracts and work rules.”  Indeed, it was less than a week ago that KIPP’s founders were describing in a Washington Post op-ed the importance of their ability “to hire, fire and reward principals and teachers based on their students’ progress and achievement” and calling for giving “this same power to all public schools.”

“A union contract is actually at odds with a charter school,” Jeanne Allen, executive director of the Center for Education Reform, tells the Times.  Tout le blogs are weighing in.  Eduwonk parses the word “actually” in Allen’s quote.  “’Actually’ is the wrong word there.  The more accurate way to say that would be, “could be,’ writes Andy Rotherham.  “Why?  Well one example is the unionized and highly successful Green Dot Public Schools, another is KIPP Bronx, which has been unionized for some time.”  Fordham’s Flypaper says the move is “not a complete surprise.”

This movement away from zero-sum competition toward collaboration is positive, if it is done in a fashion that respects the essential operational freedoms that make charter schools successful, which include liberating schools in such areas as personnel, budget, and curriculum. Additionally, these partnerships need to emerge through a voluntary process based on mutual respect, as opposed to being foisted upon the charter school community by the state. State law should encourage partnerships, but not force them.

CER’s Jeanne Allen is having none of it, going after the UFT/AFT on Edspresso and asking “what campaign was hatched to convince so many KIPPsters that a regulatory environment would be preferable to the freedom they now enjoy.”  Says Allen:

The UFT – and its parent, the AFT – has been duplicitous in its support of charters. They often send in loyal teachers to cause dissention, as was the case across the water in New Jersey with successful charters such as the Rutgers-based LEAP more than a year ago. “Don’t you think we work too long for this money?” they ask innocently, and with a tenuous economy and fear in the hearts and minds of anyone who relies on a job for basic sustenance, drinking the union kool-aid may have been a bit easier for the NYC KIPP folks than others might have imagined.

At Edweek’s Teacher Beat, Vaishali Honawar calls it “a fairly big feather in the teachers’ unions’ let’s-organize-charter-schools cap.”  Gotham Schools’ Elizabeth Green has the letters the KIPP charter school teachers wrote to their bosses, KIPP colleagues and parents explaining their decision to unionize.

The larger question to be answered is what impact, if any, will this have on the halo effect KIPP enjoys in ed reform circles.  Sherman Dorn points out “unionization is usually driven by material and also by other considerations that motivate people to sign pledge cards: wanting to be treated decently on the job, having conditions likely to foster success, etc.”  Dana Goldstein at the American Prospect picks up thread. 

If schools like KIPP produce teacher burnout with their long days and high demands, then maybe that isn’t such a problem, the thinking goes. Maybe teaching is a profession for whip-smart folks in their twenties without families, not for tired middle-aged people who need flex-time. But what happened in Brooklyn is that the very young teachers in question disagreed. They said they were concerned about high turnover and thought it was hurting students. They want their profession to be sustainable and see unionization as a way to get there.

“But whatever happens, this is an important testing ground for the idea that the dueling corners of the education reform debate will accomplish most if they work together,” Goldstein concludes.

Battle Lines Being Drawn

“Civil rights groups have begun a welcome attack on a House bill that would temporarily exempt the states from the all-important accountability requirements in the No Child Left Behind Act,” editorializes the New York Times this morning.  The attack, led by the Leadership Conference on Civil Rights, was unexpected notes the paper, ”given that the nation’s two big teachers’ unions actually hold seats on the conference’s executive committee.”

“Recent events suggest that the civil rights establishment generally is ready to break with the teachers’ unions and take an independent stand on education reform,” the paper notes, viewing ed reform as a civil rights issue.

Blaming Parents

Parents’ failure to impose moral values in the home has left many children out of control, with teachers now expected to effectively raise young people themselves.  So says the head of Voice, Britain’s teachers’ union. Philip Parkin says the standard of parenting skills in the UK had suffered from a downward spiral in the last 15 years as generations of poor parents succeed each other.  In a speech to the union’s annual conference, Parkin said long working hours and the decline in old-fashioned family structures has contributed to the problem

“Schools are being required to take on more and more of the responsibilities that rightly belong to parents; and to provide more of the stability in children’s lives which should be provided by families. There is also the perception that, in general, the skills of parents are declining as one generation succeeds another.”

“In my last 10 or 15 years in school I saw a significant decline in parenting standards.” Parkin added. ”The shortening of many relationships, the creation of more step-families, the emphasis on parents going out to work and the consequent perception of the reduced worth of the full-time parent have all changed the way we behave and the character of childhood.”

I could be very wrong, but it’s hard to imagine such a naked critique of “parenting standards” issuing from a responsible U.S. union leader.  For all the sturm und drang in the U.S. about accountability and overcoming societal ills, it says something about the overarching consensus on what schools ought to be able to do that these comments sound so, well, foreign.

A Grand Education Bargain

Newsweek pundit Jonathan Alter wants Barack Obama to call for a Grand Education Bargain—much higher pay for teachers in exchange for much more accountability for performance in the classroom.

“Good teachers need to be rewarded with more pay and respect for being members of our noblest profession, says Alter.  “They need more resources. But they also need to be removed from the classroom when they fail to improve. Obama occasionally says as much, but goes fuzzy when it comes to how.”  Here’s how it will work in this Alter-nate universe:

Obama should hold a summit of all 50 governors and move them toward national standards and better recruitment, training and evaluation of teachers. He should advocate using Title I federal funding as a lever to encourage “thin contracts” free of the insane work rules and bias toward seniority, as offered by the brilliant new superintendent in Washington, D.C., Michelle Rhee. He should offer federal money for salary increases, but make them conditional on differential pay (paying teachers based on performance and willingness to work in underserved schools, which surveys show many teachers favor) and on support for the elimination of tenure. And the next time he addresses them, he should tell the unions they must change their focus from job security and the protection of ineffective teachers to higher pay and true accountability for performance—or face extinction.

Love national standards, but Alter loses credibility when he grandly pronounces in the piece that “we know what works to close the achievement gap.”  The answer, natch, is KIPP which, in Alter’s telling, has solved the problem of dealing with teachers unions–apparently the only thing standing between every kid and a Rhodes Scholarship.  Don’t misunderstand me, I love KIPP schools.  Love ‘em.  Did I mention I love KIPP, because I do.   But until we have a lottery for every school (act of volition=involved parents), compulsory longer days and Saturday classes, and expel kids who are not down with the program and the school culture, can we PLEASE stop saying KIPP is the true and only heaven.  KIPP is a first-rate solution for motivated students and families.  And that, by the way, is enough, even if it’s not The Answer.

What about good teachers who can’t be effective because their schools are so horribly dysfunctional? What about good teachers who specialize in untested subjects such as history, science, music and art?”

Hyperbole Watch

In an op-ed touting Teach for America earlier this week, the Wall Street Journal noted, “Unions keep saying the best people won’t go into teaching unless we pay them what doctors and lawyers and CEOs make.”

Really?  Which union keeps saying this.  Names and dates, please. 

 

American Idle

Every time a local chamber of commerce or radio station wants to push the easy publicity, feel-good button, they mount an essay contest for local kids to describe, “Why I Love My Teacher.” Then there’s the Center for Union Facts in Washington, DC. They’re asking kids, parents and even other teachers to nominate “the worst unionized teacher in America.” Those teachers will then be offered $10,000 to quit.

If there were a $10,000 prize for understatement, it would be won by Rick Hess, of American Enterprise Institute, who has been critical of the difficulty in identifying ineffective teachers and removing them. He tells USA Today, “that kind of stunt is not what I have in mind when advocating a more informed and honest debate, or seeking to raise the level of debate.”

Diff’rent Strokes

New York TimesAndy Rotherham, aka Eduwonk, grabs hold of the world’s best megaphone, the New York Times op-ed page, to weigh in on teacher’s contracts. A contract hit, if you like.

“While laws like No Child Left Behind take the rhetorical punches for being a straitjacket on schools, it is actually union contracts that have the greatest effect over what teachers can and cannot do,” opines the talented Mr. Rotherham. “These contracts can cover everything from big-ticket items like pay and health care coverage to the amount of time that teachers can spend on various activities.” He argues that frustrated teachers are starting to see their own contracts as an impediment to effective schools.

It’s hard not to be struck by the odd balancing act of teaching wanting to be seen as a profession while organizing like labor. Rotherham calls union contracts a throwback and argues that “schools are not factories. The work is not interchangeable and it takes more than one kind of school to meet all students’ needs. If teachers’ unions want to stay relevant, they must embrace more than one kind of contract.”
